Access to public documents is a human right according to Article 19 CCPR
5 states in Germany violate the human right of access to public documents.
"The right to access information held by public authorities is a fundamental human right
which should be given effect at the national level through comprehensive legislation (for
example Freedom of Information Acts) based on the principle of maximum disclosure,
establishing a presumption that all information is accessible subject only to a narrow system
of exceptions."

ICO, I followed the link looking for the text of Article 19.

I didn’t find it, but did find that the USA filed enough reservations and more to the CCPR to nullify much of it. Our more libertarian rulers have objected to or ignored many international agreements.
