Why is there no private messaging allowed outside of a friend list?  Why do I have to be a "friend" just to have a private conversation?   Why does someone else have to be accepted as my "friend" just to send me a private sentence?  It is rather anti-communal in my opinion.

I agree. Although maybe it helps with reducing harassing messages, spam etc.
To be sure, but there are endless ways, programmatically, to minimize and prevent that. For example turning that feature on after an account has gone through some participation hoops. Once it's turned on there are endless ways to prevent an account holder from abusing private messaging.
