The rest of the article is well worth the time to read and understand. In my experience, there are rich and poor who: 

are able and willing to work,

are able and not willing to work, 

are not able and willing to work. 

are not able and not willing to work,

For the police to assume poor people are able and not willing to work is ludicrous! To assume rich people are able and willing to work is just as ludicrous.
