Should Impeachment Rule Out Indicting a Sitting President?

To say it should implies that the offenses the Constitution identifies — “treason, bribery, or other high crimes and misdemeanors” — protect us from every offense important enough to warrant removing a president.

To say impeachment protects us adequately also says there was no need for the 25th Amendment.

IMO, the Office of Legal Counsel policy is wrong. It might have been motivated by partisan concerns.
