Since the treasury is in receivership to the Privately owned Federal Reserve Banking System; who's charter may not contain the relevant clauses to bring about this change of emphasis in funding"for the public good"...how in real time do you propose to have these things edited and ratified in time for ___________________?
It is likely Congress would stall any real changes till it is of no consequence. Or more to the point; what do THEY have to gain?
