Public/Community banks are similar to Credit Unions.

Public banks may be held in communities as a sort of commonwealth. 

The city I live has well over ?~400 million in its account that could be used for the common welfare. 

It isn't about the individual.

It's complicated so I won't be able to explain it well in a post.

Chris, I read about public community banks the other day. I wonder if working class people could have enough cash to put into such a bank? As the economy worsens, those who work for wagess will find their money does not go as far as it once did.... more of the same decline.
