Trump uses the two least-sophisticated means for acquiring power; reward and punishment.

He rewards all who agree with him and punishes all who disagree. Consent be damned and expertise is beyond him.

Joan, the term “direct initiative” matters.

After the voters approve an indirect initiative, the state legislature can either amend or kill it and the elected predators win. 

In the three “initiated amendments only” states, voters can amend the constitution but blocking day-to-day legislative misbehavior is all but impossible.

To find the 18 I had to search the Ballotpedia website and read the details closely.

Add to the above that reforming legislators’ behavior may require statutory change or constitutional change. Statutes affect what people do; amendments affect the balance of power.

OK, now we have an image of the states and their participation in referendums and initiatives. 

What does one do to create a referendum or an initiative? 

How does one find others who share opinions and work together to make a referendum or initiative successful?
