Depends on the county, some you have register with and some you don't, but I haven't had any real problems yet. Just contact the county seat ahead of time to be sure.
Some local officials don't think atheists should be able to do weddings but it's legal by state statute. The ULC is recognized by most states.
It's actually pretty common. My son is one, also.

As in Reverend. I refer to myself as a Secular Officiant. Legally ordained, so I can marry folks who aren't inclined towards superstition.
