Which Constitution has the last say? A States or the US?

n the last week, California has seen two violations of human rights. The first being the California Supreme Court upholding Prop 8, and the other in San Diego County where a families right to assemble for a bible study has been violated. (I know Im shocked I am defending them too.. but they have that right)

So here is my question... Which Constitution has the last say? A States Constitution? or the US Constitution?

I am not in disagreement... however... if that was the case.. there was still no reason for that line of questioning... they could have just given them a citation that said "you have too many cars causing traffic nightmares".. vs questioning WHY they were assembling.
